Hello, what I usually do in cases like yours (FPS mismatch) is use Jubler (a freeware subtitle editing software) to resync the file. First of all download Jubler and a media player called MPlayer (it is required to perform syncing operations) and install them both.
It works like this: open the subtitle file with Jubler. Press the button with the triangle (second to last, on the left of the one with the eye). Jubler will now ask you which video file to use, so navigate to where the video file is. Then it will ask you to locate the executable of MPlayer, if you have already installed MPlayer, Jubler can find the executable automatically. The movie will start playing back.
When the first line is spoken, press the T button in the video console. Now select a subtitle the line matching the spoken line. Because of the mismatch, this initial syncing will only last a few lines, and after a bit it will begin to apppear de-synched again... but this is where the second operation comes in: navigate to the end of the movie, when one of the last lines is spoken, press again the T button and select the matching spoken line. A window will now appear, press OK.
Jubler will now stretch the subtitle file so that the first and last line will now match the spoken words, by doing this, all lines in-between will also fall into place. Now save the subtitle with another name. If the result isn't satisfactory, you can execute this operation many times, until you get it right.
