it seems there is no easy answer to your problem. Here are some ideas...
Have you tried using a different browser like firefox? Which browser are you using now? If it is IE6, pleasse update to IE7.
When did the download stop working? Have you installed adblockers like adaware or other tools that filter websites for unwanted content (like advertising)?
Norton is infamous for causing trouble, especially its filtering of referrers (to protect your privacy). Referrers are needed for subscene. (Don't ask me why though)

Your problem could be caused by a firewall, browser and proxy settings
(cookies, privacy, referrer headers), browser add-ons (noscript), ad-blockers (adblock-plus, adaware) anonymizers(privacy
protection by hiding IP address through a proxy), etc etc.
